Chairman of the Presidency of Bosnia and Herzegovina, Denis Becirovic, addressed the UN Security Council session where the report on the situation in Bosnia and Herzegovina was presented by the High Representative in Bosnia and Herzegovina, Christian Schmidt.

“Mr. Schmidt's report contributes to understanding the situation in our country. The High Representative is the only official who can present a report before the Security Council. Only a state can address the UN bodies as independent and sovereign. Entities or other lower levels of authority within the sovereign state of Bosnia and Herzegovina do not have this right. Therefore, the so-called reports coming from the Republika Srpska entity are legally unfounded. The UN Charter envisages that states address the UN organs and bodies. The only subject of international law is the independent and sovereign state of Bosnia and Herzegovina,” said Becirovic.

“Allow me to highlight some of the challenges facing Bosnia and Herzegovina. I am addressing you on behalf of Bosnia and Herzegovina, whose roots go back thousands of years. Despite numerous obstructions, blockages, and pressures faced by Bosnia and Herzegovina, during war and peace, it is clear that the destruction of Bosnia and Herzegovina is not possible,” he added.

Becirovic emphasized that Bosnia is very close to joining the EU and NATO.

“Bosnia and Herzegovina is a country on the doorstep of the EU and NATO. In March, an important step towards the EU path was made.

The world needs to know the truth. The key problem in Bosnia and Herzegovina does not come from within our country but from outside its borders. This has been established by foreign courts. The Hague Tribunal determined the nature of the war waged against Bosnia and Herzegovina. The executive judgment states that it was not a civil war but an international armed conflict, thus the division of Bosnia and Herzegovina was condemned. This judgment carries immense importance because it reveals what the key problem was and still is. This is the essence of all the problems in Bosnia and Herzegovina over the past four decades.”

“It is a terrible reminder of Bosnia and Herzegovina's recent past but also a warning that we must be cautious. Judgments on committed genocide have been determined by the highest UN courts. This is a legal fact”, he said.

Becirovic emphasizes that the leaders of the Republika Srpska entity do not respect the judgments of UN courts.

“Unfortunately, the leaders of the Republika Srpska entity do not respect the judgments of UN courts. Moreover, they glorify convicted war criminals and indicate that they want to continue the policy of war criminals. This can be understood as a threat of new genocide. For humanity, it is important that the UN General Assembly adopts a resolution on remembering and commemorating the genocide in Srebrenica in 1995.

This resolution is of great importance for spreading the truth and awareness of the genocide committed against the Bosniaks. It is an important civilizational step in the fight for truth and justice. The authorities of the Republika Srpska entity do not respect the integrity of the Dayton Agreement and its annexes. They selectively interpret the Dayton Agreement and undermine the independence, sovereignty, and statehood of Bosnia and Herzegovina. With such irresponsible policies, they endanger peace and stability. The latest report of the High Representative emphasizes this.

A dangerous attack on the constitutional order and the Dayton Agreement is underway. Peace and stability in Bosnia and Herzegovina are seriously threatened by the anti-Dayton policies of the authorities of the Republika Srpska entity. For years, they have been trying to change the fundamental provisions of the Dayton Agreement through legal violence,” he said and added:

“Two key institutions of the Dayton Agreement have been openly attacked: the Office of the High Representative and the Constitutional Court of Bosnia and Herzegovina.
