The Chief Prosecutor pointed out that the Prosecutor's Office is doing its job, but that “there are problems with police agencies because they are all contaminated by persons who are related to or work directly for organized criminal groups.”

“We deprived fourteen members of various police agencies of their freedom, one attorney and one judge in 2022, and at the beginning of 2023, one employee of the Prosecutor's Office. The key problem of the BiH Prosecutor's Office and all prosecutor's offices is the fact that we have people who are connected to criminal groups in the agencies that are supposed to fight crime,” Kajganic said.

When asked whether high-level corruption can be prosecuted in Bosnia, he answered: “We are dissatisfied with the criminal policy of the courts. Ee didn’t receive a single report of high corruption from the police or security agencies, in 2022. We have a problem in criminal policy, which can’t prevent corruption”.

He noted that he is independent in his work and that there is no pressure, but if it happens, he says: “If I feel that there is some pressure that I can’t bear, I won’t be in this position”.

Kajganic also stated that “he has absolutely no communication with anyone, including the President of Bosnia’s Republika Srpska (RS) entity, Milorad Dodik,” after which he referred to the cases in which Dodik is a suspect.

“There are several cases where he appears as a suspect. The most famous one is the purchase of a villa in Belgrade, two prosecutors are working on that case. He was questioned as a suspect in the aforementioned case. The problem for the acting prosecutors is that Serbia has not yet acted on the request of the Prosecutor's Office of BiH for the hearing of certain witnesses and the delivery of the documentation that the prosecutors need to make the final prosecutorial decision. On several occasions, we have sent letters to Serbia and acted through the BiH Justice Ministry, and in the coming days, we have scheduled meetings with representatives of the Justice Ministry, where we will present all the problems that the prosecution has when it comes to international legal assistance and ask for help. The first letter was sent in 2016,” Kajganic said.

When asked whether, if the evidence is collected, Milorad Dodik could be arrested, he answered: “Anyone who obstructs the criminal proceedings in the manner provided by the law will be deprived of apprehended.”
