BiH Justice Minister: Arresting Dodik would be a high-risk operation

BiH Justice Minister Davor Bunoza stated that the state Prosecutor's Office ordered a "risk assessment" in its warrant to arrest the president of BiH's Republika Srpska (RS) entity Milorad Dodik, explaining that state police (SIPA) determined that there is a "high risk of an incident." He explained that, due to the risks involved, he couldn’t send judicial police to a situation where an incident could occur.

Bunoza emphasized that an incident should be avoided but also noted the importance of applying the law to everyone. He mentioned the possibility of a conflict due to the strong presence of the RS Ministry of Internal Affairs.

Addressing the political crisis in the country, Bunoza expressed hope for “better, concrete solutions” but criticized the avoidance of key discussions in Bosnia and Herzegovina. He pointed out that the RS's actions regarding the Constitutional Court’s rulings were unconstitutional, and this not only prevents RS citizens from filing appeals to the Constitutional Court but also prevents them from protecting their rights at the European Court of Human Rights.

He highlighted the Dayton Agreement's role in establishing institutions to protect and strengthen BiH’s sovereignty, some of which were imposed by the High Representative but were voted on in the BiH Parliamentary Assembly and agreed upon by the entities.

Regarding the resignation of SIPA Director Darko Culum, Bunoza said the Council of Ministers should resolve this to allow him to move to the RS Ministry of Interior. He also noted that Bosnian Serbs who stayed in BiH’s institutions had sent a clear message that they would not bear the greatest burden alone and that finding a solution was necessary.

Finally, he remarked that decisions made by RS politicians without deeper consideration would not bring any good to BiH and emphasized the need for dialogue and conversation.
