Cvijanovic, Dodik issue letter urging BiH ambassadors to lobby in RS’ favour

Chair of the Presidency of Bosnia and Herzegovina, Zeljka Cvijanovic, and the President of the Republika Srpska (RS) entity, Milorad Dodik, have sent a directive to all RS representative offices abroad, as well as to ambassadors and general consuls of Bosnia and Herzegovina originating from the RS. The letter calls for intensified diplomatic activities aimed at promoting the interests and demands of RS officials.

According to the letter, the current political situation in BiH is described as increasingly complex, with what the authors term “constant attacks on the leadership and institutions of Republika Srpska.” The document instructs RS diplomatic personnel to adopt a proactive stance in countries where they are posted, including multilateral missions and organizations.

The directive outlines several categories of engagement:

  • Media Campaign: Publishing authored articles or lobbying for articles by like-minded individuals that highlight the political motives behind proceedings “against President Dodik and other RS officials.”
  • Continuous Lobbying: Focusing on preventing what is referred to as a “witch hunt” against all RS officials, enhancing cooperation with international partners and friends of the RS, and garnering positive statements in support of the RS leadership’s interpretation of the Dayton Peace Agreement.
  • Diplomatic Activities: Encouraging stronger opposition to actions by the High Representative, Christian Schmidt, which the letter claims undermine the Dayton Peace Agreement and the Constitution of Bosnia and Herzegovina.
  • Cultural and Religious Diplomacy: Fostering cultural and religious ties to further the RS position.
  • Military and Institutional Strategy: Emphasizing RS prerogatives in security matters.
  • Diaspora: Collaborating with Serb associations abroad, urging them to write to foreign parliamentarians and ministers, and organize events in support of RS.

The letter also calls for a campaign to end the mandate of what it terms the “illegally appointed High Representative,” stating that he was neither chosen nor confirmed according to proper procedures and lacks approval from the UN Security Council. The document demands the removal of sanctions against RS officials and the return of competencies guaranteed to the RS by Dayton. It further urges lobbying for the withdrawal of NATO forces from BiH and the closure of the Office of the High Representative (OHR).

Additionally, the directive instructs RS diplomatic staff to send weekly—and, if necessary, daily—reports, specifying that these updates should be “intelligence-analytical” in nature and based primarily on personal contacts. The stated goal is to distribute information that positively portrays the RS in host countries.

The letter concludes with an urgent call for immediate implementation of these instructions, signalling a heightened effort by RS authorities to influence international perceptions of the political situation in Bosnia and Herzegovina.
