High Representative Christian Schmidt’s decision to impose amendments to the Criminal Code of Bosnia’s Republika Srpska (RS) entity, and introduce a new criminal offence "Bribery in elections" on Thursday was not received well in the RS.
The President of this entity, Milorad Dodik, said that “the RS’ position is clear and well known.”
“Christian Schmidt’s decision, which allegedly imposes an amendment to the Criminal Code, will not be published in the ‘Official Gazette’ and will not be applied in Republika Srpska,” Dodik tweeted from his official account.
He added that Schmidt's mandate “has not been confirmed in the UN Security Council”.
“This is a criminal attempt to impose a decision by a person who has no legitimacy,” Dodik wrote, repeating his earlier position.

The decision to appoint Schmidt as High Representative was made by the Peace Implementation Council (PIC), which informed the UN Security Council about it. Schmidt submits regular reports to the UN Security Council which he also addresses, and the majority of members supported Schmidt and the OHR's stay in Bosnia and Herzegovina.
