EU approves agreement for Frontex operations in Bosnia

The Council of the European Union has adopted a decision enabling the EU to sign an agreement with Bosnia and Herzegovina (BiH) to facilitate operational activities by the European Border and Coast Guard Agency (Frontex).

This agreement will allow the EU and BiH to conduct joint operations involving Frontex and local border guards. It will also enable the deployment of Frontex border management teams in BiH to assist in managing migratory flows, combating illegal immigration, and addressing cross-border crime.

As per the agreement, Frontex will be authorized to carry out specific actions related to EU border management on BiH territory, contingent on the country’s approval. These actions are in line with the agency's expanded mandate established under the 2019 European Border and Coast Guard Agency regulation, which permits Frontex personnel to exercise executive powers in third countries, such as conducting border checks and registering individuals.

The decision follows the Council's authorization in 2022 to open negotiations with four Western Balkan partners for enhanced Frontex cooperation. Similar agreements have already been signed with Serbia, North Macedonia, and Montenegro.

For the BiH agreement to take effect, it must receive the European Parliament’s consent before being formally concluded by the Council.

This collaboration underscores the EU's commitment to strengthening border management in the Western Balkans while enhancing regional cooperation to address migration and security challenges effectively.
