
The Employers' Association of the Federation of Bosnia and Herzegovina (FBiH) has announced a proposal to freeze salary contributions at levels recorded at the end of last year, specifically aligning with the minimum wage set according to the methodology for determining minimum wages. The association believes that income tax should be included in the minimum wage, which would reduce the tax base and consequently lower contributions.
Given that the increase in the minimum wage to the amount determined by the FBiH Government's decision (1,000 Bosnian marks, approximately €511) will inevitably lead to adjustments and increases in other salaries within companies for market and labour law reasons, the association has proposed approving the payment of a non-taxable allowance for other employee wages, up to 450 Bosnian marks (€230) or a similar amount agreed upon by social partners.
The Employers’ Association has also emphasized the need to adopt tailored solutions for the wages and income of newly employed workers, interns, and similar categories within the framework of expected and improved measures.
The association has highlighted the importance of support measures for economic entities, particularly small businesses, that may struggle to sustain operations under the new conditions. They propose special agreements and additional solutions to ensure business sustainability.
“We appeal to decision-makers in legislative and executive authorities, as well as all social partners in the Economic and Social Council, to demonstrate determination, understanding, and wisdom in adopting temporary and systemic solutions that will improve the business environment, ease the burden on the economy, and enable wage growth. This has been requested and announced for many years in FBiH,” the Employers’ Association of FBiH stated.
