Izetbegovic: High Rep's plan to change election law will be met with resistance

N1 learned from several diplomatic sources Wednesday that by August 1, High Representative in BiH Christian Schmidt will impose measures for the re-functioning of the Federation of Bosnia and Herzegovina (FBiH) entity.

The draft decision, which has already been sent to the addresses of embassies in BiH, contains changes to the Election Law in relation to the functioning of the chambers of Parliament, the election of the leadership of the FBiH, the election of judges of the FBiH Constitutional Court, as well as numerous changes that should ensure the integrity of the election process.

“The new plan of the OHR is clearly a trial balloon. The legal team of the SDA analyzed in detail that document, which is still not official,” Izetbegovic said.

The leader of the Party of Democratic Action (SDA) warned that the “most dangerous” part of Schmidt’s plan is the introduction of a threshold of three percent, which would mean that minority peoples in certain cantons would not have their representatives in the House of Peoples of Bosnia’s Federation (FBiH) entity.

“And then they reinforce the power of the Croat Democratic Union (HDZ), enabling them to dominate the House of Peoples of FBiH,” Izetbegovic said.
Schmidt’s solution would represent “another straitjacket” for BiH, he said.

“There will be strong resistance to this, above all the provision on the threshold of three percent”, stated Izetbegovic.
