Chairman of Bosnia's tripartite Presidency Milorad Dodik spoke to German candidate for the post of the international community's envoy in Bosnia and Herzegovina Christian Schmidt, telling him that the Office of the High Representative (OHR), the post that the German has been nominated for, has to close.
A brief statement issued by the Chairman's Cabinet said the two agreed that “the responsibility for the future of the country is on its elected representatives in authority, while all processes, including the assistance of the international community, must be based on peace and the will of people.”
In a phone conversation with Schmidt, Dodik recalled it was the official stance of Republika Srpska – Bosnia's Serb-majority entity where he was elected, that the OHR has to close and that the High Representative's competencies were defined by Annex 10 of the Dayton Peace Agreement.
The OHR was established in 1995 to oversee the civilian part of the implementation of the Dayton Peace Agreement, a treaty which ended the Bosnian 1992-95 war and contains the country's Constitution. The conditions for its closure were defined by the Peace Implementation Council and this international body will also decide if and when the conditions for the country's transition from the OHR to European Union presence have been met.
The current High Representative is Austrian diplomat Valentin Inzko.
