A draft resolution backed by Russia and China calling for the abolishment of the Office of the High Representative (OHR) in Bosnia by the end of July 2022 exists and a discussion on the matter will take place in the UN Security Council, Russia’s Embassy in BiH confirmed for N1.
“The resolution proposed on the initiative of Russia and China truly exists and a discussion on that Resolution is scheduled,” an embassy public relations official responded to N1.

The High Representative of the international community in Bosnia is tasked with overseeing the civilian implementation of the 1995 Dayton Peace Agreement.
The current High Representative, Austrian diplomat Valentin Inzko, is to leave the post at the end of the month and Germany's Christian Schmidt is to take over the OHR as of August 1.
The Associated Press reported last week that Russia and China are advocating for the adoption of a draft resolution in the UN Security Council that would immediately strip the High Representative of his special powers and would result in his office closing down in 2022.
This was also later confirmed in a report by Agence France-Presse on Tuesday, which said that Russia requested a vote to take place regarding the matter.
The US Embassy said in a statement to N1 that the process of closing down the OHR depends on whether Bosnia meets the criteria from the 5+2 Agenda – a set of conditions defined by the Peace Implementation Council, the international body overseeing Bosnia’s peace process.
“The United States congratulates Christian Schmidt on his appointment as the new High Representative in Bosnia and Herzegovina. We look forward to continuing our partnership with the Office of the High Representative in support of the implementation of the Dayton Peace Agreement and ending international supervision by meeting the 5 + 2 criteria,” US Embassy Public Relations Office told N1.
“The United States has always supported and will continue to support the key role of the High Representative in monitoring and supporting the implementation of the civilian aspects of the Dayton Peace Agreement. The Dayton Peace Agreement confirmed the sovereignty and territorial integrity of Bosnia and Herzegovina as a single, independent state consisting of two entities, three constituent peoples and others, which guarantees human rights and protects all its citizens in accordance with the rule of law,” it said.
