The statement Zakharova was referring to was issued by the PIC Steering Board on Wednesday.

Ambassadors in the international body overseeing Bosnia’s peace process, excluding Russia’s representative, reiterated their support for High Representative Christian Schmidt, the international official overseeing the civilian implementation of the 1995 Dayton Peace Agreement, and condemned attempts at undermining BiH state institutions.

Russia never agreed to Schmidt’s appointment and does not accept his mandate.

“We are upset about another anti-Dayton outburst by members of the Steering Board of the Peace Implementation Council in Sarajevo. The statement issued on November 10 in support of the so-called High Representative for BiH is a gross violation of the practice of harmonizing this type of document in the Steering Board, of which Russia is a full member,” said Zakharova’s statement.

She argued that partner countries in the PIC did not inform Russia about the statement being prepared.

She argued that the document is “illegitimate” and assessed that “the policy of the members of the Steering Board is aimed at eroding the consolidated efforts of the international community for the realization of the Dayton Agreement in BiH.”

“We are convinced that this cannot contribute to common goals – strengthening security, peace, stability in BiH and the Balkans, as well as that it will lead to the creation of new divisions,” she stressed, urging partners in the PIC to “return to a consensus-based and constructive functioning” of the body.
