US expresses strong support for High Rep at UNSC session on Bosnia

The representative of the United States welcomed the unanimous UN Security Council vote to extend the mandate of EU military operation in Bosnia and Herzegovina for another year and said the US fully supports the Office of the High Representative of the international community until the country meets the criteria to graduate from international supervision. The US welcomed the report on the situation in BiH which the High Representative of the international community in BiH, Christian Schmidt, submitted to the UN Security Council on Wednesday, saying these reports are “vital to keeping the international community informed about the ongoing efforts to ensure enduring stability and security in the region.”

“We fully support BiH’s full integration into the transatlantic community and the country’s path to EU membership. Respect for democratic institutions and election integrity are two vital components of these aspirations. That is why we are deeply concerned about allegations of fraud in the recent election, particularly in the RS presidential race and the lack of accountability for perpetrators of fraud. We encourage Bosnian institutions to fully address shortcomings raised by election observers and urge all stakeholders and citizens to pursue any grievances through established channels,” the US representative said.

He urged BiH political leaders to make every effort to support speedy government formation following the October 2 elections.

He argued that the restoration of functionality to BiH’s Federation (FBiH) entity is “the first step toward restoring the internal balance BiH requires to address governance issues, deliver prosperity and respond to wider geopolitical challenges.”

“The US supports the Office of the High Rep and the use of Bonn Powers when he deems necessary,” he said, adding that these special powers remain a key tool to maintain stability in the country.
He also said that the decision of the High Representative to impose changes to the BiH Election Law and Constitution of FBiH on October 2 “was necessary to unblock the functioning of the Federation and prevent the collapse of the FBiH Constitutional Court and address power-sharing issues.”

“Until BiH fulfils the criteria for its graduation from international supervision, the OHR must remain,” he said, adding that the US continues to support BiH’s sovereignty, territorial integrity and multi-ethnic character.
