Croat leader: HDZ BiH won't block government formation

The Croat Democratic Union (HDZ BiH) will not block the post-election formation of government in Bosnia's Federation (FBiH) entity and such accusations are “absurd,” according to HDZ BiH leader Dragan Covic.

Recalling of the Central Election Commission's (CIK) latest decision on allocation of seats in FBiH House of Peoples, which some political parties found disputable, Covic said the final outcome of that decision is yet to be seen.

“We certainly said what we had about those decisions, how we see them as such, but if they come into force we can without a problem start with the formation of the FBiH House of Peoples,” Covic told Anadolu Agency.

The HDZ BiH senior officials were among the politicians who voiced dissatisfaction over the CIK's decision from the beginning of this week, warning that one part of it was challenged before the Constitutional Court and the court has not ruled yet on this matter.

However, Covic said the allegations about the HDZ BiH blocking the formation of the institution were “absurd.”

The state-level government, as far as the HDZ is concerned, could have already been formed. Covic also dismissed allegations of him and the Serb leader Milorad Dodik forming the state Council of Ministers alone.

“We need a third partner, the Bosniak partner,” he said expressing hope that Bosnia's tripartite Presidency will appoint the Chairman-designate soon.

Bosnia is formed of two semi-autonomous entities, Serb-dominated Republika Srpska (RS) and the Bosniak-Croat shared Federation (FBiH), who have their own governments but who nominate candidates, depending on election results, for the state-level authorities.

The power is also shared on the grounds of equal representation of three major ethnic groups, the Bosniaks, the Serbs and the Croats in the state level institutions.

The Alliance of Independent Social Democrats (SNSD) won most of the votes in the RS and is consequently the strongest Serb party in Bosnia's Parliament. Its leader Milorad Dodik won in the race for Bosnia's tripartite Presidency as a Serb member.

While he lost in the run for the Presidency, Dragan Covic's HDZ BiH is a strong partner in the formation of authorities and representation of the Croats at all levels.

The Bosniaks, on the other hand, are likely to be represented by different parties at the FBiH and the state levels. While the Party of Democratic Action (SDA) is the most certain Bosniak partner in the state institutions – being represented even in the Presidency, other parties managed to push it out from majorities in most of the FBiH's cantons and FBiH entity institutions.
