
The Council of Ministers of Bosnia and Herzegovina, at the proposal of the Ministry of Justice, has adopted Guidelines on the application of targeted and proportionate measures toward high-risk non-profit organizations, to prevent the misuse of non-profit organizations for financing terrorist activities, in line with relevant recommendations of MONEYVAL.

The Guidelines prescribe measures to be taken by competent authorities toward high-risk non-profit organizations to prevent their misuse for financing terrorist activities.
The draft Guidelines are based on the Law on the Prevention of Money Laundering and Financing of Terrorist Activities, which has been aligned with secondary sources of EU law. Following consideration within the Standing Coordination Body, the text was amended in accordance with relevant recommendations of the Financial Action Task Force (FATF), taking into account a risk-based approach, proportionality of measures, and the need to protect the legitimate activities of non-profit organizations.
All public authorities at all levels of government in Bosnia and Herzegovina are responsible for implementing the Guidelines, in accordance with their respective competences, the Council of Ministers stated.
