Bosnia judiciary reports progress on war crimes prosecutions

The State Prosecutor’s Office of Bosnia and Herzegovina filed 18 indictments against 45 individuals for war crimes in 2024, encompassing over 1,800 victims. At a session of the High Judicial and Prosecutorial Council (HJPC), Chief Prosecutor Milanko Kajganic highlighted an increase in indictments compared to 2023.

Kajganic addressed challenges in the War Crimes Department, including 192 unresolved cases and the lack of access to 90 individuals. In 2024, 15 cases were transferred to neighbouring countries—seven to Serbia and six to Croatia.

Efforts to prosecute genocide denial and incitement to hatred resulted in five indictments, though Kajganic cited insufficient standards for measuring progress.

President of the Court of BiH, Minka Kreho, announced a record achievement in judicial efficiency with a 167% workload norm for 2024, attributing this to streamlined processes and improved public communication during verdict announcements.

Courts showed progress at the entity and district levels, with the Brcko District Court resolving 96% of cases. Federation entity Prosecutor Munib Halilovic reported steady reductions in war crime investigations, though some remain hindered by unavailable suspects or pending international legal assistance.

The judicial leadership emphasized continued prioritization of complex cases and efforts to restore public trust through transparency and accountability.
