The European Union has expressed concern over Bosnia and Herzegovina's failure to submit the final version of the Reform Agenda to the European Commission. This submission is a prerequisite for receiving the first tranche of the Growth Plan, valued at approximately 70 million euros.
The EU Delegation emphasized the likelihood that Bosnia and Herzegovina will miss the opportunity to receive the first unconditional pre-financing installment of 7% after the summer, which represents a significant missed opportunity for early funding.
“We urge the local authorities to submit the Reform Agenda without further delays to avoid missing this opportunity entirely. The Commission remains ready to support the relevant authorities in completing this task as needed,” the Delegation stated.
They clarified that the first tranche of the Growth Plan can only be disbursed once the Reform Agenda is submitted and formally agreed upon between the European Commission and Bosnia and Herzegovina.
The Growth Plan is supported by a new financial instrument, the Instrument for Pre-Accession Assistance and Growth for the Western Balkans, which provides up to 6 billion euros in grants and loans for the entire region.
Bosnia and Herzegovina is the only country in the region that has not accessed this instrument, which allocates up to two billion BAM for the country. The process has been delayed by the need to align 113 points in the Reform Agenda, with some points conditioned by the authorities in Republika Srpska.
Yesterday, the Reform Agenda was not adopted due to the conditional approval given by four cantons on the proposed plan.
