
Deputy Minister of Finance and Treasury of Bosnia and Herzegovina Muhamed Hasanovic stated that, in accordance with the decisions of the High Representative dated July 17, 2025, he signed two decisions today – one order for the payment of funds to the Government of the Federation of Bosnia and Herzegovina in the amount of 120 million Bosnian marks (some €60 million), and the other instruction related to allocating funds for the Central Election Commission of BiH.

"When it comes to the amount allocated to the FBiH Government, the source of these funds is road toll excise revenue. Based on this, it is essential to highlight another injustice currently present in Bosnia and Herzegovina: the Federation of BiH collects 86 per cent of toll revenues but receives only 59 per cent in distribution, while Republika Srpska collects 14 per cent and receives 39 per cent. Brcko District collects 0.09 percent but receives two percent," Hasanovic said.
He added that he fully supports the efforts of FBiH Government representatives on the Board of Directors of the Indirect Taxation Authority, who are fighting for a fairer distribution in favour of those who generate the revenues.
''When it comes to the second decision, which is the instruction related to the Central Election Commission of BiH, I want to emphasise that the amount is 112.5 million marks (around €56 million), which will fully cover all needs for more transparent elections, in the spirit of complete transparency and full digitalisation,'' Hasanovic said.

These funds are intended for the digital modernisation of elections, including biometric voter identification, automatic ballot counting, training of over 5,000 operators, and the construction of logistical infrastructure.
When asked by journalists to clarify the payment of funds to the FBiH Government in the amount of 120 million marks, Hasanovic said that this was based on the decision of the High Representative.
''The High Representative ordered the minister to comply with the decision within seven days from the submission of the request by the FBiH Government. That deadline has passed, and based on that, I signed the decision today regarding the 120 million marks intended for transferring road toll excise revenues to the FBiH Government. This is equivalent to the amount that will, in a way, be taken from the excise revenues belonging to Republika Srpska and will be used to pay for the Viaduct arbitration procedure. For that reason, 120 million is for Viaduct, and 120 million is for the Federation of BiH,'' Hasanovic explained.
