RS MPs receive ‘peaceful dissolution’ document, N1 brings most interesting parts

The heads of caucuses of the Republika Srpska (RS) entity National Assembly received a document on "peaceful dissolution" that Alliance of Independent Social Democrats (SNSD) leader and RS President Milorad Dodik announced some long time, albeit with a different name.

The official title of the document is “Information on the need to initiate the procedure regulating relations between the Republika Srpska and the Federation of Bosnia and Herzegovina (FBiH) in accordance with the Dayton Agreement and international acts”.

The document talks about “pressures on the RS”, “unconstitutional and anti-Dayton actions” by both the High Representative and others, the UN resolution on the genocide in Srebrenica, and the All-Serb Assembly…

Article 7 states that “the parties are peacefully dissociating due to the impossibility of renewing the original General Framework for Peace in BiH, which guaranteed the equality of entities and constituent peoples based on consensus through the application of consociative democracy and mechanisms for the protection of entity and national interests.”

It also adds that “after the peaceful separation, the parties will function sovereignly in accordance with the state legal tradition”.

It was defined that the border would be at the current boundary line between the two entities and that both would retain their territory.

The conclusion states: “If there is no political will and international support for BiH to become a state in which the Constitution is respected, then a peaceful separation from the Federation of BiH is the only way out for the peoples of Bosnia and Herzegovina, and proposing an Agreement on the adjustment of relations between the RS and the FBiH in accordance with the Dayton Peace Agreement and international acts is the only constitutional and legal way that represents the best possible solution for BiH”.

The document also says that “the RS will in no way and does not want to threaten peace and stability in BiH, but that it is more than obvious that BiH has come to a dead end for all peoples and that peaceful disassociation can solve all the crises and setbacks that happened for the past 29 years”.

The document refers to international conventions which “guarantee all peoples the right to self-determination and respect for their rights”.
