Russia’s representative to the United Nations Security Council (UNSC) said during a session where the situation in Bosnia and Herzegovina was discussed that the Office of the High Representative in the country is a “body of colonial governance” which should be closed down.
The UNSC unanimously approved the extension of the EUFOR mission in Bosnia and Herzegovina for another year, with 15 countries voting in favour.
Russia’s representative, however, noted that Russia is concerned about the “unjustified and still unexplained doubling of the EUFOR contingent in 2022”, adding that the command of the operation has stated directly that there were no immediate threats to peace and stability in BiH.
She said that the deteriorating relations among the ethnic groups in BiH are the “direct consequence of interference of western countries.”
“Such a colonial approach threatens the implementation of the General Framework for Peace of 1995, it undermines the constitutional foundations of the statehood of BiH, it tramples over the fundamental rights of the constituent peoples in the country and leads to a new spiral of tensions,” she said.
She argued that the source of problems is not Bosnia’s Republika Srpska (RS) entity, “as the West claims”, but rather the “targeted demonising of everything that does not fit into the Euroatlantic frames which are being imposed on the peoples of BiH”.
She also said that the outcome of the October 2 elections shows that the “ethnicity-oriented” concept as a base for the system in BiH “is clearly dominant over the artificially and forcibly introduced from the outside ‘civic formula’.”
“It is clear that the overwhelming majority of people in the elections opted for Dayton (Peace Agreement), its foundational premise about the central role of the constituent peoples,” she said.
“The western participants, including through their special envoys, and their own illegitimate protege, the self-proclaimed High Representative, are trying to impose their will on the peoples of the country. And they are guided in this exclusively by the egotistical geopolitical interests,” she argued, adding that there is a clear attempt to “push aside legitimate national authorities who are not to the west’s liking” and that “all kinds of pressure and blackmail”, including unilateral sanctions, are being used to that end.
“We warn once again that there are very dangerous consequences to such a short-sighted policy and we call to stop further experimenting over the Bosnian state and people. Give them an opportunity to develop independently, fully in line with the standards and principles of international law,” she said.
Russia condemned the increased activity of the High Representative, noting that it “is not just divorced from reality, but also creates additional threats to peace and stability in the country.”
“This body of colonial governance should be closed down to make sure that the peoples of BiH can take responsibility for the future of their state,” she said.
The Russian representative refused to comment on the report the High Representative submitted to the UNSC earlier on Wednesday, urging members to rather acquaint themselves with the report that is “worthy of attention”.
She was referring to the report that the RS Government sent to the UNSC separately, arguing that it is full of “useful factual information about the real state of affairs in BiH.”
