School violence in Bosnia sparks call for teachers’ legal protection

The police in Republika Srpska intervened recently in two cases of violence at schools, and both incidents involved parents, not students. The first case in Banja Luka has been classified as a criminal offense, and a report has been submitted to the District Prosecutor's Office for further action. The second case, which occurred in Bijeljina, has been classified as a misdemeanor.

The incident in Banja Luka involved a parent physically attacking another student in front of the “Borisav Stankovic” Elementary School. The injured student received medical attention, and the police submitted a report against N.D. from Banja Luka for causing bodily harm.

The second incident, which occurred on October 11 in Bijeljina, involved a parent identified as D.K., who entered the staff room of the Secondary Medical and Agricultural School and slapped a teacher over an alleged “poor grade” given to his child. The police have filed a misdemeanor complaint against the parent for insulting, fighting, and physical assault.

Following these incidents, teachers have announced that they will formally request the status of public officials to receive greater protection. The Secondary Medical and Agricultural School expressed shock over the physical assault and extended full support to the teacher involved.

Danijel Mihic, a teacher at a Banja Luka school and secretary of the newly formed teachers’ association “Ipak se okrece,” described the recent violence as a natural consequence of long-standing attitudes towards education and teachers. He warned that the lack of consequences could make such assaults commonplace, and called for legal action to classify attacks on teachers as assaults on public officials, with a fine of 10,000 BAM for such offenses.
