Transparency International reports 37 electoral irregularities in Bosnia

Transparency International in Bosnia and Herzegovina (TI BiH) has filed 37 complaints regarding electoral irregularities, primarily involving the misuse of public resources, premature campaigns, use of children for political purposes, and media abuses. The Central Election Commission (CIK) has resolved 16 complaints, imposing eight sanctions totaling 29,500 KM.

Seven sanctions were related to premature election campaigns, mostly due to sponsored ads on social media and political parties publicly boasting about public projects. Among those fined were SNSD and SDA for promoting infrastructure projects on social media, although CIK did not find these cases to constitute misuse of public resources for political promotion. Other parties fined included the Republican Party of Srpska (5,000 KM), the “We Can Do Better” movement (4,000 KM), and HNP (3,000 KM).

Only two fines were issued for the misuse of public resources, including to the Mayor of Jezero, Snježana Ruzicic, for using official social media to promote her party. CIK received 33 complaints about the misuse of public resources but dismissed most of them.

TI BiH criticized CIK for not sanctioning one-time financial aids given to citizens, arguing these are often disguised as regular subsidies but timed to coincide with elections. Numerous cases of campaign-related public works and financial aids were reported but not penalized.

TI BiH continues to monitor and report electoral violations and encourages citizens to report breaches via the Reflektor application.
