Military commentator and journalist Dean Dzebic, a keynote speaker at the "Circle 99" session on the topic "Twenty Years of Defense Reform in Bosnia and Herzegovina: Challenges and Opportunities for Future Development," stated that the reform of Bosnia and Herzegovina's defense system is one of the most successful reforms in post-Dayton Bosnia.
“Our defense and national security system, based on the Dayton model and constitutional framework, is decentralized. This structure allows for significant opportunities to obstruct and hinder operations through veto mechanisms and the concept of vital national interest. Additionally, subversive and hostile activities are often facilitated through the Dayton Agreement's provision for special relations between Bosnia's entities,” said Dzebic.
He further highlighted that the defense reform in Bosnia and Herzegovina, “as a parallel process accompanying all developments over the past 20 years, represents one of the most successful reform agendas in post-Dayton Bosnia.”
Despite its successes, Dzebic noted that, during the 20 years of existence of the Ministry of Defense and the Armed Forces of Bosnia and Herzegovina, the state and its public administration system have faced numerous challenges and issues. These challenges, he said, are primarily political, economic, and security-related but, in essence, have long-term security implications.
