The ruling coalition MPs in the Republika Srpska (RS) entity Parliament rejected the Inquiry Board’s conclusion on the death of David Dragicevic. The Inquiry Board was formed by the decision of the RS Parliament with the aim of analyzing all the relevant facts in connection with the death of Dragicevic.

The caucuses of the Alliance of Independent Social Democrats (SNSD), the Democratic People’s Alliance (DNS), the Socialist Party (SP) and two independent MPs suggested that the conclusions not be adopted because the RS National Assembly (RSNA) would thus step out of its competencies. Instead, they suggested the following conclusion:

“The RS National Assembly expects the RS Prosecution and other law-enforcement agencies to treat the case of David Dragicevic in accordance with their legally prescribes competencies and to act in accordance with the regulations of the Criminal Procedure Code, which will oblige other institutions to act accordingly.”

One of the conclusions of the session was also that the National Assembly concluded the prosecutors in the case made numerous errors and the RSNA demands that the High Judicial and Prosecutorial Council of Bosnia and Herzegovina considers initiation of certain disciplinary procedures against the prosecutors in the case due to delays in the case investigation.

“The inquiry Board’s conclusions are unacceptable and the RS MPs cannot characterise this case,” Radovan Viskovic, Head of the SNSD Caucus in the RSNA during the discussion, adding he never understood why the Inquiry Board took upon itself to qualify this case.

The discussion on the Board’s report abounded with mutual accusations of the ruling majority and the opposition, and both sides agreed it is necessary to find out the truth in the case of Dragicevic and that the prosecution should make a statement concerning the case.  

The Inquiry Board’s report states, among other things, that there are grounds for suspicion that David Dragicevic, a young man from Banja Luka, whose disappearance was reported on March 18, and whose body was found six days later in the Crkvena River, was killed and that they expect the RS Prosecutor's Office to act with an appropriate decision.

Dragan Lukac, the RS Interior Minister, said that the Ministry did not receive any decision from the Prosecution.

The parents claimed David was brutally murdered and the police were tampering with the evidence and protecting the perpetrators. This prompted mass protests in Banja Luka in April and citizens still keep gathering, demanding authorities reveal the true circumstances of Dragicevic’s death.

Police in Republika Srpska (RS), one of Bosnia's two semi-autonomous entities, said Dragicevic had drowned and that the case contained no elements of a criminal offence, but then autopsies conducted by two different teams gave opposite results regarding the time of death of the young man.
