Balkan connectivity: Bosnia and Serbia move to revitalise neglected transport corridors

The Bosnian Minister of Communications and Transport, Edin Forto, and the Serbian Minister of Construction, Transport, and Infrastructure, Aleksandra Sofronijevic, met in Sarajevo on Wednesday to discuss a major overhaul of infrastructure links between the two nations.

A central priority for both ministers is the integration of regional transport into the wider European network. "If we are to secure a better future for Bosnia and Herzegovina and the wider region, we must focus on improving infrastructure and connecting people, cities, and countries with Europe’s modern networks," Forto stated following the talks.

Rail and road expansion

A key highlight of the meeting was the proposed revitalization of the railway corridor connecting Doboj, Tuzla, and Zvornik in Bosnia with Loznica, Sabac, and Ruma in Serbia. Minister Forto described the route as a "neglected European corridor" and confirmed that both nations intend to seek funding from international financial institutions for its development.

Discussions also focused on accelerating two major road projects: The Sarajevo–Belgrade motorway, routed via Tuzla, Brcko, and Bijeljina; and a high-speed road link between the two capitals via Pale and Visegrad.

Digitalisation and waterways

Beyond road and rail, the ministers addressed the digitalisation of transport permits and the improvement of the Sava River’s navigability. This includes demining efforts, the reconstruction of waterways, and the rehabilitation of existing border bridges.

"The volume of open issues presents us with a significant opportunity for a serious joint step forward," Forto added.

Financial hurdles

Minister Sofronijevic noted that while these capital projects are of immense importance, they remain "extremely expensive." She emphasised that success depends on rigorous technical planning and securing necessary financial resources.

An operational meeting is scheduled to take place in Bosnia in the coming months. This session will convene state-level representatives, entity governments, local communities, and the Brcko District to expedite the implementation of these ambitious projects.
