BiH Prosecutor’s Office forms case over new Gradiska border crossing

The Prosecutor’s Office of Bosnia and Herzegovina has formed a case following a criminal complaint against Zijad Krnjic, a member of the Governing Board of the Indirect Taxation Authority of BiH, over allegations that procedures needed to open the new Gradiska border crossing have been blocked.

“The report was received in line with standard procedure, a case was formed and assigned to the acting prosecutor to verify the grounds of the allegations,” the Prosecutor’s Office of BiH said.

The Chamber of Commerce of Republika Srpska filed the complaint, claiming that Krnjic, as a member of the ITA Governing Board, blocked the necessary procedures for opening the new border crossing on the bridge in Gradiska by voting against amendments to the Rulebook on Internal Organization.

The complaint alleges abuse of office or authority and negligent work in office. It claims that the disputed conduct has continued since December, blocking a project described as important for the economy.

The Chamber previously said Krnjic’s public statements showed he was aware of the possible consequences but continued to maintain the same position.

Krnjic rejected the accusations after learning about the criminal complaint. He said he would approve the rulebook only after new coefficients for the distribution of VAT revenues are placed on the agenda. According to him, members from Republika Srpska do not accept those coefficients.

He also criticized his colleagues, saying many important issues remain unresolved because sessions of the Governing Board are not being held.

“According to the calculation for 2025, Republika Srpska owes the Federation of Bosnia and Herzegovina 151.859 million BAM, and under the coefficients for the second quarter it will owe another 30 million more. I am interested in the functioning of the Governing Board and issues related to indirect taxation, and this is a significant part of larger problems,” Krnjic said.

Krnjic said he has now requested additional data on traffic at the Gradiska border crossing.

“When I receive the data, let them schedule a regular session and we will resolve everything immediately,” he said.

The ITA Governing Board has so far made five attempts to reach agreement on opening the new border crossing.
