The Prosecutor’s Office explained that the decision was made after checks of the allegations in the criminal complaint and interviews with several witnesses, including senior SIPA officials, established that there were no elements of a criminal offense or grounds for suspicion that Ćulum had committed the crimes he was accused of.
In March 2025, Culum resigned as SIPA director at the urging of then Republika Srpska President Milorad Dodik. This prompted a criminal complaint filed by Semsudin Mehmedovic and Jasmin Emric, members of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina.
Four months later, Culum informed the Independent Board of the Parliamentary Assembly of Bosnia and Herzegovina that he was withdrawing his request for dismissal and would continue performing the duties of SIPA director from July 14 until a new director was appointed.
The criminal complaint accused Culum of attacking the constitutional order, as well as several other offenses, including conspiring to commit crimes against the territorial integrity of Bosnia and Herzegovina, armed rebellion, failure to implement decisions of the highest judicial institutions, and abuse of office.
