Bosnia remains without budget as Presidency session postponed
The emergency session of the Presidency of Bosnia and Herzegovina, convened by Chair Zeljka Cvijanovic to discuss the 2025 budget, was not held as it was postponed. As a result, Bosnia and Herzegovina remains without an approved budget, and no official reason for the postponement has been provided.

The Council of Ministers of BiH had previously adopted the budget proposal and forwarded it to the Presidency for further consideration. The draft budget for 2025 amounts to 1.57 billion Bosnian marks (approximately €803 million), marking an increase of 215 million marks (approximately €110 million) compared to the previous year.
One of the key items in the budget was the purchase of a building for the Indirect Taxation Authority of BiH, with 103 million marks (approximately €52.6 million) allocated for this purpose. It has been speculated that Cvijanovic and other members of the Alliance of Independent Social Democrats (SNSD) were eager to pass the budget to facilitate the purchase of the building from Mile Radisic, a close associate of Republika Srpska (RS) entity President Milorad Dodik.
Commenting on the session’s postponement, Cvijanovic stated that there was no valid reason for canceling the discussion and called it a "cheap political trick." She accused Presidency members Zeljko Komsic and Denis Becirovic of deliberately avoiding talks on the budget, allegedly using procedural reasons as an excuse.
"Komsic and Becirovic refused to discuss the budget today, citing a rather odd justification," Cvijanovic told RTRS. She claimed that their argument—that she violated procedure by not scheduling a prior session—was unfounded, asserting that the session had been announced 24 hours in advance.
"There was no reason or justification for canceling a discussion on such an important topic. The Minister of Finance and Treasury, Srdjan Amidzic, came to present the details of the budget and outline the country’s financial course, but he never got the chance. From the very start of the session, it was made clear that there would be no discussion on the budget. They were just looking for excuses. They knew 15 days in advance when the session was scheduled," Cvijanovic said.
