Bosniaks veto “Dodik's laws”, delaying their implementation

The Bosniak Caucus in the Council of Peoples in Bosnia's Republika Srpska entity will invoke a veto against laws challenging state institutions in that part of Bosnia and Herzegovina, adopted Thursday night at the entity parliament, delaying their implementation pending rulings from competent bodies.

Alija Tabakovic, the chairman of the Bosniak Caucus, confirmed the information to N1, saying that they will invoke the vital national interest regarding the adopted laws, an instrument that each constituent people in Bosnia and Herzegovina (Bosniaks, Serbs and Croats) are given by the constitution at each level of authority.

This means that the Constitutional Court of Republika Srpska will decide on the Bosniak request on the laws that were informally dubbed “Dodik's laws”, after the entity president Milorad Dodik, who proposed them. Until then, the laws cannot come into effect, and the process could take up to two months.

Earlier this week, Bosnian Serb leader Milorad Dodik was sentenced to one year in prison and banned from political activity for six years. In response, RS authorities announced measures to obstruct the work of BiH judicial and security institutions, arguing they are not constitutionally mandated.

Dodik was prosecuted for signing a similar decree attempting to block decisions imposed by the international community's High Representative to Bosnia and Herzegovina, Christian Schmidt.

Bosnian state police, formally the State Investigation and Protection Agency (SIPA), the Intelligence and Security Agency (OSA), the Prosecutor's Office and the Court of BiH were established with the approval of the state parliament, including votes of the Serb representatives, who now claim they acted under pressure for the sake of Bosnia's “European path”.

In the RS National Assembly, Dodik's SNSD party and coalition partners backed the laws challenging state-level institutions, while the opposition, led by the Serbian Democratic Party (SDS), walked out in protest.

Following the vote, Dodik posted on X, addressing political leaders in Sarajevo: “It wasn't enough that you harassed me for a year – you wanted to humiliate Republika Srpska. That won't happen. We can always talk, but we will never allow the humiliation of Republika Srpska”.
