The guidelines consist of measures that can be taken by citizens, the public sector, entrepreneurs and energy entities, and they can be short-term or long-term.

The government tasked all administrative units to develop concrete programs in the case of a potential crisis, in order to implement the guidelines, inform the public and ensure the implementation of the proposed measures.

The guidelines also contain recommendations for efficient energy consumption for heating and cooling, recommendations for proper ventilation of the space, and efficient energy consumption for lighting and household appliances, as well as in transportation. There are also long-term energy efficiency measures.
