Milorad Dodik, the President of Bosnia's Republika Srpska entity, filed criminal complaint against state prosecutor Nedim Cosic, after the lawsuit that the State Prosecutor's Office issued for him and acting director of the RS Official Gazette Milos Lukic.
“I filed a criminal complaint in Banja Luka today against the Prosecutor of the Prosecutor's Office of BiH, Nedim Cosic, before the RS Public Prosecutor's Office Department for Combatting Corruption, Organized and the Most Serious Forms of Economic Crime. I filed the criminal complaint because Nedim Cosic issued an indictment for, as stated, the criminal offense of not implementing the decisions of the high representative,” Dodik said explaining his move.
According to Dodik, Cosic acted with intention to “cause damage to the institution of the Republika Srpska President, which I represent, and to Milos Lukic,” accusing him of passing an “illegal decision” this committing the criminal act of the breach of the Criminal Code of Republika Srpska.
Dodik's decision comes days after the State Prosecutor's Office issued an indictment against Dodik and Lukic, over their refusal to implement decisions of the international community's High Representative on the territory of the RS.
The decree that Dodik had signed stated that the decisions of the Office of the High Representative in BiH (OHR) will no longer be published in the entity and that the decisions of the BiH Constitutional Court will no longer be implemented in the RS.
High Representative on Dodik indictment: Nobody is above the law
Milos Lukic signed the Dodik’s decree the day after the Government of the RS appointed him to the post of director of the RS Official Gazette. He was appointed at a telephone session because the previous acting director, Milka Devusic, had resigned.
The indictment against Dodik and Lukic is based on recent amendments imposed by the High Representative, according to which any official at any government level who prevents or otherwise hinders the implementation of decisions of the OHR could face punishment.

Dodik's criminal complaint is based on the RS legislation which the High Representative annulled but which the entity authorities still consider as valid.
