Dodik says concessions part of broader political strategy

Milorad Dodik said on Monday that his decision to resign as the Republika Srpska (RS) President and annul the laws through which RS had sought to block the operations of Bosnia and Herzegovina’s judicial and police institutions represented an attempt to establish better relations with the USA.

Two days after the RS parliament repealed six disputed laws adopted in December 2024 — legislation that had brought the country to the brink of an armed conflict between state and RS police forces, the former president of the Republika Srpska (RS) told reporters in Banja Luka that the reversals were part of a broader political strategy.

"We wanted to have leverage for negotiations,” he explained, referring to the adoption and subsequent annulment of the laws that had triggered what many described as Bosnia and Herzegovina’s most serious political crisis since the Dayton Agreement. The crisis ultimately led to Dodik being sentenced to one year in prison and banned from holding public office for six years.

He has now confirmed that he was forced to make concessions, including stepping down from his mandate and withdrawing the disputed laws, at the insistence of the administration of Donald Trump.

"I’m grateful to the people in the new U.S. administration for accepting us as interlocutors," said Dodik, who has been under U.S. sanctions since 2017, with many of his associates later added to the blacklist as well.

Four individuals from his wider circle were removed from the sanctions list late last week, but they are not considered politically significant figures.

Dodik remains cautious, saying that the Trump administration has not yet clearly defined its policy toward Bosnia and Herzegovina. He also announced that, regardless of this, he intends to continue strengthening relations with Moscow.

"The Russian Federation remains our strategic partner," Dodik stated.

He confirmed that he would continue advocating for Republika Srpska to become an "independent state."
