The President of Bosnia’s Republika Srpska (RS) entity, Milorad Dodik, said Tuesday that he had sent this entity’s proposal to Brussels on how to resolve the situation in BiH and that the RS is asking for laws regarding the Constitutional Court of BiH to be adopted by September.

He said that this proposal implies stating what is stated in the Constitution that “BiH is composed of two entities and three constituent peoples, divided territorially according to the principle of 49-51 and that this should be respected just as the constitutiveness of the three constituent peoples in BiH should be respected.

“This is the basis on which Bosnia and Herzegovina can move forward,” Dodik pointed out in Banja Luka.

He said that the EU expects 14 recommendations to be accepted, and three to be adopted as evidence of progress.

“We believe that this was deliberately chosen and that one of the recommendations that talks about solving the problem of foreign judges in the Constitutional Court was deliberately left behind. Our question is quite logical. If you have 14 recommendations that state this, why did you single out these three and not include the fourth or the tenth,” the RS President said.

Dodik added that the RS is asking for commitments to adopt laws related to the BiH Constitutional Court and laws related to the High Judicial and Prosecutorial Council of BiH by September.

“Republika Srpska disputes the constitutional basis for the High Judicial and Prosecutorial Council and the Court and their jurisdiction in this regard,” said Dodik, stating that the Constitutional Court was “a sham from the beginning.”
