Ministers from Milorad Dodik's Alliance of Independent Social Democrats (SNSD) have once again boycotted a vote in Bosnia and Herzegovina's Council of Ministers, preventing the adoption of a list of reforms and putting the country at risk of losing another €100 million from the EU if the condition is not met by the end of this month.

The sole item on the agenda of the extraordinary session on Thursday was the adoption of the list of reforms, a key condition for Bosnia and Herzegovina to access funds from the European Union's Growth Plan for the Western Balkans.
The vote was blocked by ministers from the Alliance of Independent Social Democrats (SNSD), while eight Croat and Bosniak ministers, including the chairwoman of the Council, Borjana Krišto, supported the document demanded by the European Commission.
No decision of the state government can be adopted without the support of at least one Serb minister. The same applies to the Croat and Bosniak ministers.

European Commissioner for Enlargement Marta Kos warned this week that the €1 billion allocated to Bosnia and Herzegovina under the Growth Plan would be reduced by €100 million if the country does not adopt the reform plan by the end of September. She added that the money would be redirected to countries making progress in implementing reforms.
