EU puts an end to speculations: There is no ‘non-paper’ on redrawing WB borders

No "non-paper" on the redrawing of borders in the Western Balkans was circulated among the members of the European Council, nor was it discussed at any working body of the Council, the institution said in an unsigned response to the parliamentary question.

This finally puts an end to speculations about an alleged ‘non-paper’ that sent shockwaves throughout the region in spring this year.

The controversial document, which was published by the Slovenian news portal necenzurirano.si in April, proposed Kosovo joining Albania and annexing parts Bosnia’s Serb-dominated Republika Srpska (RS) entity to Serbia while the country’s mostly Croat-populated parts would be annexed to Croatia.

According to the Slovenian news portal, the country’s PM, Janez Jansa, sent the document to Brussels.

Jansa, however, denied this.

Slovenian MP Klemen Groselj, a member of the political group ‘Renew Europe’ and a member of several working bodies of the European Parliament dealing with issues related to the Western Balkans, asked the competent institutions about that document on July 15.

“The topics in that document would have far-reaching implications for the political stability of the Western Balkan countries, and thus significant consequences for the European Union's policy towards the entire region,” Groselj said at the time, seeking access to the controversial document.

The response from the institution said that “such a document does not exist.”

A number of representatives of EU institutions have repeatedly stated that they have never seen a “Slovenian non-paper” on redrawing borders.
