Federation of Bosnia and Herzegovina launches drafting process for 2034 Development Strategy

The Development Strategy of the Federation of Bosnia and Herzegovina until 2034 serves as a core horizontal and multisectoral framework establishing social consensus and development priorities for the upcoming planning period, officials announced today in Sarajevo during a conference launching the drafting process.

FBiH Prime Minister Nermin Niksic stressed that the entity must avoid repeating past strategic shortcomings, where goals were treated as a priority "wish list" lacking clear deadlines, accountability, and funding sources. "I believe it is very important that people with the competence, knowledge and capacity are here today and that they will launch activities so that, through the establishment of an expert group, we can arrive at a draft strategy," Niksic stated.

Reflecting on past milestones, Niksic noted that several objectives previously considered unattainable, such as an increased minimum wage, pension adjustments, and a non-working Sunday, were realized through focused commitment. He also pointed out that while the Vc Corridor was projected in 2014 to be completed by 2021, that target remains unfulfilled.

Rijad Kovac, Acting Director of the FBiH Institute for Development Programming, confirmed that the Institute is coordinating the process to guarantee compliance with the legal framework alongside a transparent, stakeholder-inclusive approach. "Today we will hold several panel discussions where we will already address some issues, but over the next three to six months we will try to build a social consensus on what is most important for the coming period to be financed from public funds," Kovač explained.
The FBiH Government adopted the decision to draft the long-term 2034 strategy in February 2026. The process is being managed by the FBiH Institute for Development Programming under the Law on Development Planning and Development Management in the Federation of Bosnia and Herzegovina.
