The new President of Bosnia’s High Judicial and Prosecutorial Council (HJPCBiH) is Judge Halil Lagumdzija, the country's top judicial institution decided during Wednesday session.
Other candidates for the post were a Prosecutor from the BiH Prosecutor's Office Biljana Simeunovic and a Banja Luka District Court Judge Srdjan Forca.
After a secret ballot in the first round, Halil Lagumdzija received seven votes and advanced to the second round, while Biljana Simeunovic and Srdjan Forca got four votes each.
After the second round of voting, Lagumdzija was joined by Srdjan Forca. After this, Lagumdzija got eight votes, while Froca received seven.
Even though the current Chair of that body, Sanela Gorusanovic-Butigan was nominated for the post, she unexpectedly stated that she does not accept the candidacy.
The election procedure was conducted in accordance with the Rules of Procedure of the HJPC BiH (Article 4a), which implies the election of the President and then the two Vice-Presidents. Everyone has the right to apply or to be nominated for the President and/or Vice-President, as well as for a permanent member of the HJPC Presidency. The election of the President is done by secret ballot and each member can vote for only one candidate. The candidate who receives the majority of votes is considered elected. If neither of the candidates receives a majority, the second round of voting is organized in which the two candidates with the largest number of votes enter.
The Commission, composed of Davor Martinovic, Duska Bogojevic and Lejla Hadzic, was in charge of carrying out the mentioned procedure.
The position of the HJPC President remained vacant after the resignation of Milan Tegeltija in mid-December last year. Since the current Chair of the Council, Sanela Gorusanovic-Butigan, has lost the authority to represent that institution, the session was chaired by the member of the HJPC, Amila Kunosic until the election of the new leadership.
The HJPC BiH is Bosnia’s top judicial institution in charge of appointing and sanctioning judges and prosecutors in the entire country.
