Kalaba and Schmidt discuss election preparations and staffing challenges in the BiH CEC

The President of the Central Election Commission of Bosnia and Herzegovina (CEC BiH), Jovan Kalaba, met today with the High Representative of the international community in Bosnia and Herzegovina, Christian Schmidt, to discuss the ongoing activities of the Commission in preparing and conducting the early elections for the president of Republika Srpska, scheduled for November 23, 2025.

Kalaba expressed concern that the Council of Ministers of BiH has not yet given its approval to the Proposed Rulebook on the Internal Organisation of the Central Election Commission, noting that the lack of human resources in the CEC Secretariat has long posed a serious problem in carrying out activities within the Commission’s mandate.

Kalaba also informed Schmidt about the activities that the Central Election Commission of BiH is implementing as part of a multi-year project to introduce specific technologies into the electoral process in Bosnia and Herzegovina, according to a statement from the Central Election Commission.
