European Union High Representative for Foreign Affairs and Security Policy Kaja Kallas said today that the prospects for progress toward European integration are uneven for Bosnia and Herzegovina, Kosovo, North Macedonia and Serbia, while Montenegro, Albania, Moldova and Ukraine are currently the most advanced countries in the EU accession process.

At a press conference marking the presentation of the European Commission’s 2026 Enlargement Package, Kallas emphasized that EU enlargement is one of the most important tools for strengthening European security, political stability and geopolitical influence.

“For Bosnia and Herzegovina, Kosovo, North Macedonia and Serbia, the prospects are uneven,” Kallas said, presenting the key findings of the report covering the ten countries involved in the enlargement process.

She stressed that, for the first time, the European Commission had presented roadmaps for accession negotiations with Montenegro, Albania, Moldova and Ukraine, which are currently leading the way toward EU membership.

“Today’s report sends a clear message: reforms deliver results. Membership is getting closer for countries that meet their commitments. For the first time, we are presenting roadmaps for accession negotiations with Montenegro, Albania, Moldova and Ukraine,” she said.

According to Kallas, Montenegro is closest to completing the accession process, with a clear path toward signing the accession treaty by next summer.
