Konakovic: OHR will not be closed and remains the guarantor of Bosnia’s constitutional order

While acknowledging that Schmidt will eventually leave the position, Minister Konakovic emphasized that the institution itself remains a vital safeguard for the country's constitutional order. "What matters to us is that even if the High Representative departs, they will be succeeded by individuals who understand the situation in Bosnia and Herzegovina. We will defend the OHR just as we defend the Constitutional Court," Konakovic stated.

The Foreign Minister offered a positive assessment of Schmidt’s tenure, noting that while he did not agree with every decision, the High Representative has repeatedly protected the state system. According to Konakovic, Schmidt’s primary role is to unblock the system when political actors obstruct institutions. He added that frequent political deadlocks have forced Schmidt to be more active than his predecessors, making him a primary target for political attacks.

Minister Konakovic expressed concern over campaigns against the High Representative originating from within Sarajevo, suggesting some parties are willing to undermine the OHR's position for political gain. He specifically identified the closure of the OHR as a primary strategic goal for SNSD leader Milorad Dodik.

"Secession and the departure of the High Representative are among his priorities. Closing the OHR would be the first step toward achieving those goals," Konakovic warned. He concluded that without the Constitutional Court and the OHR, Dodik would likely attempt secession, potentially leading the country into a new conflict.
