Kosovo Prime Minister Albin Kurti said in Vienna on Thursday that the Kosovo constitution does not allow the forming of the Community of Serb Municipalities.
He told reporters after a meeting with Austrian Chancellor Karl Nehammer that the European Union proposal is a good foundation for talks with Belgrade. “EU High Representative Josep Borrell is trying to have us call it the European proposal which has the support of Germany and France, which I fully accept,” the KoSSev news portal reported him as saying.
“We are discussing an agreement on the full normalization of relations between Kosovo and Serbia and the Community of Serb Municipalities can be part of it,” Kurti said. According to the Prime Minister, the Kosovo constitution offers allows privileges for the Serb minority but does not allow the forming of an ethnically-based community. “We want to guarantee the greatest rights for all minorities, not just the Serbs,” he said.
