The Republika Srpska (RS) National Assembly may hold sessions on any issue it deems necessary. However, the closure of the Office of the High Representative (OHR) is decided by the Peace Implementation Council’s Steering Board, the OHR said Wednesday following the adoption of conclusions in the RS regarding the future of the OHR.
According to the OHR, the Steering Board has defined the precondition for the closure of the OHR, which is that the authorities implement the 5 + 2 Program (among other things, a “positive assessment of the situation in BiH” is needed).
“In addition, the powers of the High Representative derive not only from the Dayton Peace Agreement but also from UN Security Council resolutions. Therefore, the powers of the High Representative derive from international law and are not subject to review by the BiH authorities, including the Republika Srpska National Assembly,” the statement said.
