Despite clear rulings by international courts, some political leaders continue to downplay the scale of the crime, framing it as merely a “brutal civil war.” Professor Pettigrew argues that the international community has failed to implement transitional justice and warns that the absence of memorialization, education, and legal consequences for genocide denial allows war criminals to be glorified and distorted narratives to spread, sending a dangerous message to younger generations and sustaining a culture of impunity.
