A detention hearing was concluded at the Court of Bosnia and Herzegovina for Security Minister Nenad Nesic and others arrested by the Prosecutor's Office as part of Operation "Tunnel 2."
The prosecutor presented reasons for requesting pretrial detention for Nesic.
According to the prosecutor, between 2016 and 2020, Nesic allegedly received 1 million BAM in bribes, averaging 250,000 BAM annually. She stated that the scheme began when the company “Romanijaputevi” was awarded a tender worth 2 million BAM. At the time, the director, Milan Pandurevic, was reportedly instructed to allocate 10% of the contract value for the needs of Putevi RS (RS Roads), though the prosecutor claimed the money ultimately went to Nesic.
The intermediary was allegedly Mladen Lucic, the director of the company Legend. Construction companies working with industrial materials were reportedly required to exclusively purchase materials from Lucic’s company.
In 2019, the financial department of SIPA (State Investigation and Protection Agency) detected suspicious transactions from “Romanijaputevi” to individual accounts. According to the prosecutor, invoices were issued to individuals like Sanjin Abdic and Esad Avdic in what she described as a classic money-laundering operation. The laundered money was reportedly funneled back to Nesic via Lucic and handed over in cash at cafes, offices, parking lots, inns, and restaurants, particularly on Mount Jahorina. This practice allegedly continued during Nesic's tenure as director of Putevi RS.
An investigation followed, involving surveillance of telecommunications and premises, as well as wiretapping, which reportedly revealed significant evidence. Pandurevic later testified that Nesic organized the scheme and that “Romanijaputevi” did not receive reimbursement for their payments.
The defense opposed the detention request, and the court will decide within the legal timeframe.
In addition to Nesic, others arrested in Operation “Tunnel 2” include Mladen Lucic (owner of Legend), Milan Dakic (director of JP Putevi RS), Mirko Pandurevic (general director of Romanijaputevi), and several executives from JP Putevi RS: Srdjan Mijatovic (executive director for economic-financial affairs), Cvijetin Milivojevic, and Mladen Cajic.
