The High Representative’s passivity and expression of concern over all the phenomena in BiH brought the country’s Republika Srpska (RS) entity into a situation where the entity parliament is discussing his work, RS entity Vice President Ramiz Salkic said Wednesday, commenting on the RS National Assembly (RSNA) session with only one item of discussion – the work of the High Representative in BiH.
Vice President Salkic noted that the institutional position of Bosniaks in the RS is such that they are unable to protect their rights.
“The High Representative and the Office of the High Representative (OHR), with their passivity and expression of concern over all the phenomena in this entity, have brought themselves in a situation where the NARS is discussing their work. By not acting on anti-Dayton processes in this entity, the High Representative has encouraged (Bosnian Serb Presidency Chairman) Milorad Dodik in recent years to pursue a separatist policy. Expressing concern instead of concrete reactions to the violation of the Dayton Peace Agreement in this entity has put us all in a very difficult situation,” Salkic said, adding:
“The systemic discrimination perpetrated by the Bosnian Serb authorities in the RS towards Bosniaks, who have returned to their homes, is the most obvious example of a violation of Annex VII of the Dayton Peace Agreement.”
Violations of the Dayton Peace Agreement, the Constitution of Bosnia and Herzegovina and the entities, violations of legal provisions of Bosnia and its entities, the denial of genocide and glorification of convicted war criminals, he added, are more than enough reason to react.

“New threats of the RS entity’s referendum are a new blow to the Dayton Peace Accords, which I believe will again raise great concerns among the Peace Implementation Council (PIC) members and the High Representative, but I also believe that there will be no serious consequences for those who threaten peace and stability in Bosnia,” Salkic concluded.
