The leader of Bosnia’s Social Democratic Party (SDP) sent letters to the Party of European Socialists (PES) and the Socialist International (SI) worldwide organisation of political parties, asking them to help Bosnia overcome the political crisis which he argued could result in a conflict because of the actions of the Serb member of the tripartite Presidency, Milorad Dodik.
SDP leader, Nermin Niksic, wrote in his letters about “a crisis that has shaken the foundations of BiH's constitutional order, threatening to further destabilize not only BiH but the entire region.”
He noted that Dodik’s party, the Alliance of Independent Social Democrats (SNSD) which was removed from the SI and PES over nationalism, is conducting “a series of unconstitutional activities, openly rejecting the political order established under the General Framework Agreement for Peace in BiH, also known as the Dayton Peace Agreement.”
Niksic’s letters come as Bosnia’s top state institutions are in a deadlock since representatives of the Serb-majority semi-autonomous entity decided to withdraw from them over the ban on genocide denial the former High Representative imposed in the country in July.
Dodik went a step further and said the RS will also withdraw its agreements that led to the establishment of the state Armed Forces and ban activities of state police in the RS.
“These activities threaten to provoke a new war,” he stressed.
Niksic argued that the arguments coming from Dodik and top members of his party is based on rejecting rulings by the International Criminal Tribunal for the former Yugoslavia (ICTY), including genocide denial while glorifying convicted war criminals.
“All this is accompanied by the intensive promotion of hate speech, discrimination and insulting statements based on prejudice, primarily in relation to the Muslim population,” Niksic wrote.
“I hereby ask you to use all the political means at your disposal to help us, above all to preserve peace, but also to jointly oppose the policies of division and conflict,” he wrote.
He also asked for support and encouragement for the High Representative, the international official overseeing the civilian implementation of the 1995 Dayton Peace Agreement in the country, to use his special powers – the ‘Bonn Powers’ – to react to the developments in the country.
Nikisic also highlighted the need for supporting BiH’s election reform in order to “put an end to widespread electoral fraud and systemic discrimination” by fully implementing the numerous judgments of the European Court of Human Rights, which declared the current electoral system discriminatory.
