Three decades after Dayton: Public corporations envisioned by Annex IX still missing

Thirty years after the signing of the Dayton Peace Agreement, Annex IX, which was meant to ensure coordinated management of Bosnia and Herzegovina’s transport, energy, communications, and utilities, remains largely unimplemented.
