Zelensky arrives in Croatia for Ukraine-Southeast Europe Summit

Ukrainian President Volodymyr Zelensky arrived in Dubrovnik on Wednesday for the third Ukraine-Southeast Europe Summit, where regional countries are expected to show their support for Kyiv in its fight against the Russian aggression.

Ahead of the summit, Zelensky is due to meet with Croatian Prime Minister Andrej Plenkovic. The two leaders are co-organisers of the event, which also includes high-level representatives from twelve regional countries.

After their bilateral meeting, Plenkovic and Zelensky will sign a Long-Term Cooperation and Support Agreement between Croatia and Ukraine, formalising their existing collaboration, particularly in areas such as humanitarian aid, demining, and the prosecution of war crimes.

The summit will take place in the afternoon, with participants expected to adopt a joint Dubrovnik Declaration. Reportedly, the declaration will condemn the Russian aggression against Ukraine, affirm support for Ukraine’s territorial integrity, back Zelensky's peace plan, call for the prosecution of war crimes in Ukraine, support Ukraine’s Euro-Atlantic integration and eventual NATO membership when conditions allow, and promote energy security and post-war reconstruction.

This is the third summit of its kind, following those in Athens in August 2022 and in Tirana in February 2024. The primary goal of the meeting is to express the support of Southeast European countries for Ukraine, which has been resisting Russian aggression for over two and a half years.

The participants include Slovenian President Natasa Pirc Musar, Kosovo President Vjosa Osmani, Montenegrin President Jakov Milatovic, Greek Prime Minister Kyriakos Mitsotakis, Bulgarian Prime Minister Dimitar Glavchev, Albanian Prime Minister Edi Rama, Chairwoman of the Council of Ministers of Bosnia and Herzegovina Borjana Kristo, North Macedonian Prime Minister Hristijan Mickoski, and Foreign Ministers Marko Djuric of Serbia, Mihai Popșoi of Moldova, Hakan Fidan of Turkey, and Luminita Odobescu of Romania.
