The Bosniak member of the tripartite Presidency said he expects that the three members will reach a compromise at a session on August 20th regarding the sending of the Annual National Programme (ANP) to NATO, an issue that has been at the centre of a deadlock in forming the new government since the October 2018 election.
Forming the government and sending the ANP are legal obligations and touch upon the rule of law in the country, Bosniak Presidency member Sefik Dzaferovic said.

“A partial approach to resolving the mentioned issues is not possible,” Dzaferovic said, referring to an Agreement Bosnia's political leaders signed last Monday which contains 12 principles that need to be fulfiled for the government to be formed.
The agreement mentions Bosnia's relationship with NATO, but very vaguely.
Sending the ANP is the issue at the centre of political bickering between the three right-wing parties which won the October 2018 election and it is the main reason why the government, in Bosnia called the Council of Ministers, has not yet been formed.
Bosnian Serb leader Milorad Dodik and his party are opposed to any steps that could bring the country any closer to NATO membership, while Bosniaks insist on it.
The cabinet of the Bosnian Serb presidency member received Wednesday morning Bosnia’s NATO Annual National Programme (ANP), a disputed document Bosnian Serbs have said they will never approve.
Dragoljub Reljic, Milorad Dodik's advisor on constitutional-legal issues, said the document was sent by the cabinet of Dodik’s Croat colleague, Zeljko Komsic.
