Authorities investigate another case of disability abuse at Pazaric home

An employee of the Pazaric home for children and youth with intellectual and psycho-social disabilities was fired after a leak of the footage showing her beating and yelling at one of the patients, chief of the institution Samir Suljagic told N1 on Wednesday.

A disturbing video was published by one of the media outlets a few days ago, sparking strong reactions in public.

Earlier on Wednesday, Suljagic said that the employee was on a leave but that she submitted a written statement on the circumstances of the abuse of the patient.

Police officers as well as the human rights ombudswoman arrived at the institution to investigate the event. 

“There is an absolute right, which is a priority over all socio-economic, and cultural rights such as right to education, that is the right that no one can be subject of abuse,” ombudswoman Jasminka Dzumhhur told N1.

After the video was published by Al Jazeera Balkans, Sarajevo Canton Minister of Labour and Social Policy said that criminal complaint has been filed against the employee.

Sarajevo Canton Prosecutor's Office also briefly stated it is taking necessary measures within the scope of its competencies.

Speaking to N1, Suljagic said this was an older employee who was relocated two years ago “when we tried to get rid of unskilled staff.”

“We provided her with another job, more precisely the job of an assistant caregiver, which corresponds to her qualification of having completed elementary school,” he said.

The institution has never had more caregivers but they mostly work daily shifts, according to him, when users need assistance with bathing, eating, getting medical treatment, etc.

Suljagic also spoke about other problems they encountered, when users assaulted two employees and injured them in the process.

“Those are not unexpected incidents. We have such structure of users who have associated pathology. Very difficult mental disorders that are hard to be controlled,” he said, adding that not everyone can cope with stress in the same way and sometimes the reactions are inappropriate.

In May this year, the Municipal Court in Sarajevo confirmed the indictment of the Sarajevo Canton Prosecutor's Office against three former chiefs of the Pazaric home: Jasmin Cerimagic, Senada Muharemovic and Redzep Salic for negligent work in the service and for preventing and failing to implement measures for the protection of minors.
