Becirovic calls extraordinary Presidency session on Agreement with Islamic Community

Bosnia and Herzegovina’s Presidency member Denis Bećirović has requested an extraordinary session of the Presidency with a single agenda item, the Proposal of the Decision on Accepting the Basic Agreement between Bosnia and Herzegovina and the Islamic Community in Bosnia and Herzegovina.

According to the explanation, the process began in 2010, when the Islamic Community expressed its intention to conclude the agreement. The Council of Ministers supported the initiative in 2011, authorising the Ministry for Human Rights and Refugees to prepare the negotiation framework. In 2015, the Council approved the draft Basic Agreement and submitted it to the Presidency for further consideration.

Despite several previous discussions, in 2017 under Chairman Dragan Covic and again in 2021 under Zeljko Komsic, the proposal was removed from the agenda or failed to pass.

Becirovic revived the initiative in January 2023, forming a working group to harmonise outstanding issues. Numerous preparatory meetings have since been held with representatives of the Presidency and the Islamic Community.

His office emphasised that the agreement fully aligns with the Constitution of Bosnia and Herzegovina, the Law on Freedom of Religion, and European human rights standards, stressing that its non-signing represents discrimination against the Islamic Community.
